Advisory Council on Social Security

Prior to the enactment of the Social Security Independence and Program Improvements Act of 1994 (Public Law 103-296) on August 15, 1994, the Social Security Act required the appointment of an Advisory Council every 4 years to study and review the financial status of the Old Age, Survivors, and Disability Insurance (OASDI) and Medicare programs. Its report on the financial status of the OASDI program was submitted on January 6, 1997. Under the provisions of the Public Law, this was the last Advisory Council to be appointed.

AE

HCPCS Level II modifier that may be used with CPT or HCPCS Level II codes indicating service performed by a registered dietitian. Use of this modifier affects Medicare payment.

AF

HCPCS Level II modifier that may be used with CPT or HCPCS Level II codes indicating service performed by a specialty physician. Use of this modifier affects Medicare payment.

Affiliate

Corporation in which a majority of the stock is owned by any or all of the stockholders, directors, or officers of another corporation. These individuals also own a majority of the stock in that other corporation.

Affiliated contractor (AC)

Medicare carrier, fiscal intermediary (FI), or other contractor such as a durable medical equipment regional carrier (DMERC) that shares some or all of the provider service carrier’s (PSC’s) jurisdiction in which the affiliated contractor performs non-PSC Medicare functions such as claims processing or education.
